National Planning Framework 4 (NPF4) Adopted by Scottish Ministers
On Monday 13th February the Scottish Ministers adopted and published National Planning Framework 4 (NPF4). NPF4 replaces National Planning Framework 3 and Scottish Planning Policy.
NPF4 is the long-term plan for Scotland to 2045 and sets out where development and infrastructure is needed. It sets out a National Spatial Strategy along with 18 National Developments. It also sets out National Planning Policy covering 33 policy themes.
The Statutory Development Plan now consists of NPF4 and the relevant Local Development Plan and as a consequence the Clydeplan Strategic Development Plan (July 2017) ceases to be in effect.

The Planning (Scotland) Act 2019 now places a duty on local authorities to prepare a Regional Spatial Strategy for which guidance will be published by the Scottish Government late 2023/early 2024.
